ASSOCIATION NEWS

*Global Geospatial Conference 2012 (GGC 2012) Update*

GGC 2012 combines the GSDI 13 World Conference, the 14th GEOIDE Annual Scientific Conference, the 7th 3D GeoInfo Conference and the Canadian Geomatics Conference 2012. The conference theme is "Spatially Enabling Government, Industry, and Citizens." The call for abstracts closed at the end of November and reviewers have now notified authors of papers that were accepted for presentation at the conference. Keep an eye on the Programme section of the conference web site for more information on the detailed programme, at http://www.gsdi.org/gsdiconf/gsdi13/prog_overview.html. Four of the five workshops that are held in the morning session of Monday, 14 May, prior to the opening plenary, are led by GSDI Association Committees:

*Public Workshop on Ethical Use of Geodata*

A Canadian project financed by the GEOIDE Network will be holding a one-day workshop on the day following GGC 2012 (18 May), to which GSDI Association and IGS members are invited. The workshop, titled "International workshop on geospatial data quality: Legal, ethical and technical aspects", will present results of the work undertaken in this 4-year project. The workshop fee will be announced shortly on the conference web site, where you will then also find a link to more information on the project. Several of the project's Canadian and international researchers are GSDI Association and/or IGS members.

GSDI Standing Committees recommend programs of action to the GSDI Council and Board and carry out specific tasks as set out in the GSDI bylaws or as requested by the Council or the Board. *Outreach & Membership Committee News*

Committee Chair, Steven Ramage (OGC) was a panellist at the session on "Network of Networks Beyond Information Technology" at the "Eye on Earth Summit" (www.eyeonearthsummit.org/) held on 12-15 December 2011 in Abu Dhabi. Steven also participated in a survey conducted under the Digital Agenda for Europe Action 23 relating to ICT procurement standards for public authorities and attended numerous other SDI-related events. Vice-Chair Roger Longhorn continued participation in development of the pan-European SDI (INSPIRE) thematic working group data specifications and liaison with the UNESCO Intergovernmental Oceanographic Commission (IOC) in regard to future Marine SDI initiatives. Both Steven and Roger will present papers at the GSDI-13 conference in May and will co-host a 90-minute workshop relating to the current and future activities of the Outreach & Membership Committee. *Legal & Socioeconomic Committee*

L&SE Committee co-Chair, Dr. Bastiaan van Loenen, provided the January 2012 GSDI column for the GIM International geomatics magazine (see below).

*Societal Impacts Committee*

The GSDI Association is pleased to announce that 14 projects from around the developing world have been selected to receive a 2011-12 GSDI Small Grant award. Of the 14 projects, five have also received an offer of volunteer geospatial assistance from the GISCorps of The Urban and Regional Infrastructure Systems Association (URISA). THE INTERNATIONAL GEOSPATIAL SOCIETY (IGS)

The International Geospatial Society (IGS) is the individual membership arm of the GSDI Association whose members have geospatial, SDI, GIS or related professional or specialist interests. The Society enhances communications globally among individuals that are actively involved in promoting, developing, or advancing spatial data infrastructure and related concepts. *News from IGS Members*

Latin American Community of Spatial Data Infrastructure (Latin SDI)

The Latin American Community of Spatial Data Infrastructure (Latin SDI) [http://latinide.cedia.org.ec] was created in 2011. The Latin SDI is an online Community that gathers researchers from 13 institutions from 7 countries (Argentina, Bolivia, Chile, Colombia, Costa Rica, Ecuador and Peru), regarding academic and research work on Spatial Data Infrastructures. The Latin SDI uses the Internet Advanced "Red Clara", which comprises the NREN's (National Research and Education Network) for the operation of the Community and through these links to universities in Latin America.

The Latin SDI originated as a proposal from the University of Cuenca (Ecuador) based on previous experiences of SDI's supported by the Spanish Agency of International Cooperation for Development (AECID) from 2008 to 2011. These initiatives where directed by Villie Morocho (PhD) of the University of Cuenca, Ecuador, and by Pilar Garcia-Almirall (PhD) of the Polytechnic University of Catalonia, Spain.

In their teaching and research activities universities generate geospatial information, but it is not generally available through SDIs in Latin America. So geoportals are being implemented through the Latin SDI Community in each of the universities' members. The Latin SDI Community also seeks complementary objectives, such as addressing issues of common interest of the universities in the region, training, generation of research lines regarding SDIs, exchange of experiences with other regions of the world and calls for joint presentations funding of R&D. However, the main theme in the Community is at present the use of SDI to deal with information for the management and prevention of natural disasters.

As members of the Latin SDI Community and the International Geospatial Society (IGS), we wish to share with all of you this initiative, which is open for other universities of Latin America to join.

ASSOCIATION MEMBERS' NEWS

*OGC Business Value Committee Survey*

The Open Geospatial Consortium, Inc. (OGC) Business Value Committee (BVC) ran an international survey on the "Business Value of Standards" in December 2011 and announced the winners of the random prize draw on 31 January 2012:

OGC BVC congratulates the survey respondents and thanks everyone who took the time to help them understand more about open standards development and business value. Thanks also to OGC members Kexin Zhao (University of North Carolina - Charlotte) and Mu Xia (Santa Clara University) for their help with the survey, and their pending review of the overall results. Preliminary results will be presented by OGC's Steven Ramage (and GSDI Outreach & Membership Committee Chair) at the India Geospatial Forum in Gurgaon, India. Final results will hopefully be available for the BVC session at the OGC Technical Committee meeting in Austin, TX. *NSDI Feasibility Reports for Uganda and Jordan*

Esri Canada announced the completion of feasibility studies for creating NSDI in Uganda and the Kingdom of Jordan. The results and recommendations from each study have been published by infoDev, as part of a World Bank project on using SDIs to monitor development outcomes. Its mission is to enable innovative entrepreneurship for sustainable, inclusive growth and employment in developing countries.

*NLS Finland Opens Data*

Jarmo Ratia, Director General Central administration of the National Land Survey of Finland, announced the opening of all topographic datasets from March 2012. His blog entry reads:

The National Land Survey of Finland (NLS) will open its topographic datasets to the public and to companies to be used freely and free of charge. Thus, the NLS implements the objectives set in the Programme of Prime Minister Katainen's Government for making public databanks available to all interested parties.

This also allows attaining one of the most substantial strategic objectives of the NLS, to use topographic data as widely as possible. Hundreds of millions of euros have been invested during the last decades in the digital databank. We believe that making the data available provides the society with the most considerable total economic benefits of these investments. We think that information on roads, addresses, buildings, arable land and waterways will be of interest to citizens and companies. We also expect that digital basic and topographic maps as well as aerial images and orthophotos will be in great demand.

Free map services on the Internet have exponentially emerged to the awareness and use of the general public, which as such is very good. Mostly these services are used by those, who are not skilled in the art of maps. They may not always notice that the quality of the maps leaves room for improvement, particularly in respect of positioning accuracy, up-to-date information and contents.
What always has to be considered is the risk to link other information to datasets that are easily available and to use such data as a basis for various spatial data systems, which then continuous to be in use with other inadequate systems.

The NLS hopes that the Topographic database will be used as basic data after 1 May 2012 in all spatial data systems and ecosystems derived from them. The Topographic database is the most extensive, up-to-date and accurate database of Finland, and also extremely well documented. The use of a coherent basis could facilitate the combination of data as well as the joint use of the data and entire systems, which might also reduce costs and improve productivity. Making data available to the public will according to the NLS create new businesses based on innovative ideas particularly among small and medium-sized companies. In addition, the data will benefit education and academic research.

ARTICLE OF THE MONTH

*Open Data*

The open data virus is clearly spreading throughout the world. In Europe, EU Commissioner Kroes published new measures to stimulate the reuse of public sector data at the end of November 2011. Open data portals are increasingly filled with public data, often including public sector geographic data. Recently, the Dutch Minister of Infrastructure and Environment announced that by 1st January 2015 all of this ministry's data, including many geographic data sets, will be made available in line with an open data policy. As of 1st January 2012, this policy already applies to the Dutch topographic data set 1:10,000.

In addition, discussions continue on the scope of open data and the implementation of such a policy. A workshop in The Netherlands, organised by Geonovum, concluded that legal frameworks often provide sufficient space for open data initiatives to flourish. However, privacy legislation may prove to be a major barrier for opening up access to public sector data. Research in the UK and US shows that technology has advanced to the extent that, even if data is 'anonymised' by aggregation, it can still be traced to individuals, making the data subject to privacy legislation. The question remains to what extent this reasoning impacts upon open data initiatives and whether current privacy legislation, in Europe at least, is too strict, outdated and insufficiently geared towards anticipating new technological developments.

In addition to the legal issues discussed, it was concluded during the workshop that practical obstacles still remain which should not be overlooked or underestimated. Users of public sector data still spend a great deal of their time on finding public data. If and when the data is found, the assessment of that data is time-consuming, either because metadata is not present or because access to the data is not straightforward. Finally, the assessment of the permissible use is often unclear. For open data, the notice that there are no usage restrictions is very helpful. Creative Commons Public Domain Mark, CC0 Public Domain Dedication or, for the UK, the OpenGovernmentLicence (OGL) are examples of how this legal transparency could be increased. The OpenGeospatialConsortium has published a new suite of use conditions that provides a first step towards the harmonisation of more restrictive licence provisions. In addition, the GSDI Legal and Socio-Economic Working Group is working on a framework for harmonising existing licenses. The GSDI Legal and Socio-Economic Working Group will continue to play its role in these debates, and aims to bring the key players together at its workshop on the harmonisation of licences to be held at the GSDI-13 Conference of 2012 in Quebec City, Canada.

To overcome practical barriers in the short term, we would urge public sector providers of geographic data to publish their (open) data in an (open) data portal and be sure to publish the conditions that apply, even if there are no usage conditions! Finally, we would like to take this opportunity to thank Dr. Remetey-Fülöpp Gábor for his excellent work as chair of the GSDI Legal and Socio-Economic Working Group.

THE GEOGRAPHIC INFORMATION KNOWLEDGE NETWORK (GIKNETWORK)

During November, the user interface to the GIKNetwork was updated, permitting easier delivery of documents to the system. The main categories under which documents can be referenced now include: GI Science: Education & Training; GI Science: Research; and SDI/GIS: Practice and Applications. The network is being strongly promoted on the Association's e-mail lists and the LinkedIn GSDI Group. All members of the GSDI Association and IGS are encouraged to sign up for GIKNetwork and to submit documents relevant to any aspect of SDI development and deployment, globally.

The aim of the Geographic Information Knowledge Network (GIKNet) is to enhance communication and freely share knowledge among professionals in the global geographic information community. The GIKNet Community Registry permits individuals, government agencies, NGOs, companies and other institutions to record and publish details about themselves and submit relevant documents to the Spatial Documents Depot, which provides a search facility for locating information and documents submitted by GIKNetwork members. PARTICIPATION IN GLOBAL SDI PROJECTS

*Eye of Earth Summit Report*

This important global summit meeting, held 12-15 December 2011 in Abu Dhabi, UAE, (www.eyeonearthsummit.org), was attended by several GSDI Association members, as well as being hosted by member Abu Dhabi Systems and Information Centre. An excellent post-Summit report has been prepared by IIAD - the Canadian-based International Institute for Sustainable Development, available in English, French, Spanish and Arabic (in PDF and html formats) at www.iisd.ca/ymb/uncsd/eoes/. GSDI Association President, Abbas Rajabifard, moderated the panel on 'Open Collaboration' that comprised the co-chairs of the five working groups convened to identify and frame the most challenging environmental data and information issues. GSDI Executive Director Prof. Harlan Onsrud, Co-Chair, Working Group on Technical Infrastructure, noted that the working group agreed on several ways to advance technological development, but stressed the need for better handling of concepts within systems to improve information- and knowledge-sharing, where improved technical standards should be matched by legal advancements. He also stressed the need to acquire metadata for crowd sourced data, to help put it in context, and reported that his working group concluded that it was more important to gain access to existing data than to develop new technologies. When Rajabifard asked the co-chairs to identify major opportunities for cross collaboration, Onsrud urged keeping open the channels that had been established to plan the Summit so that the dialogue could continue. During the Summit, Harlan Onsrud also chaired the panel on "Network of Networks: Beyond Information Technology".

*EuroGEOSS*

The EU-funded EuroGEOSS Project held a conference in Madrid on 25-27 January 2012, attended by several GSDI Association and IGS members, including keynote speakers. "EuroGEOSS: advancing the vision of GEOSS" provided a forum for developers, users and decision-makers working with advanced multi-disciplinary information systems to improve science and decisions for complex societal issues. *UN-SPIDER Conference*

UN-SPIDER organised the "United Nations Conference on Space-based Technologies for Disaster Management - Best Practices for Risk Reduction and Rapid Response Mapping" on 22-25 November 2011. The conference brought together 128 participants from 42 countries representing 93 national, regional and international organizations, non-government organizations, the private sector and academia representing all the continents. Participants represented civil protection agencies, emergency management organizations, space agencies, remote sensing agencies, research institutions, ministries of environment and natural resources, science and technology bureaus, and other government and non-government agencies. The conference covered a range of topics including advancements in technology, best practices in disaster risk management, experiences in rapid response mapping, etc. All information on the conference, presentations, the report, etc. can be accessed here: http://www.un-spider.org/conference-beijing-2011

A Diginext V-City rendszere

A toulousei műhely figyelemreméltó rendszert állított ki az ezévi INSPIRE konferencia kiállításán. Egyrészről bemutatták egy következő generációs digitális földgömbnézőt, amely a Diginext VirtualGeo3 technológiáján alapul. Sajátossága, hogy hatalmas adatmennyiség mellett is nagy sebességgel lehet navigálni a nagyfelbontású (képi hatású) épülethomlokzatok között a beépített területek felett egy erre a célra kifejlesztett szoftverrel. A táj és az épített környezet látványa az elmúlt időben is változtatható (4D). Különleges maga a megjelenítési eszköz is, a V-City asztal. Többszörös érintőképernyős, többfelhasználós sztereohatást biztosító képernyőn a V-City böngésző által megjelenített modellekkel 3D megjelenítésben interaktív műveletek végezhetők egyszerre több szakértő közreműködésével. Bemenő adatok lehetnek digitális ortofotók, digitális magassági modell, útjelek és útbútorok, oldalnézetű légifelvételek, számítógépes építészeti modellek stb. A V-City az FP7 ICT programjában valósult meg több ismert közreműködővel (K.U.Leuven, Immerson, CRS4, ISTI, Procedural és Blom).

Grafikai információs rendszerek 3D, téradat infrastruktúra és integrált szolgáltató rendszer fejlesztés a Fraunhofer IGD-nél

A Fraunhofer Számítgépes Grafikai Kutatóintézet világszerte jól ismert, vezető műhely a visual computing(a kép- és modellalapú információtechnológia), a 3D modellezés, folyamatszabályozás, adatharmonizáció és adatintegráció területén. Mind a FÖMI mind a HUNAGI közel fél évtizede áll velük kapcsolatban pld. a HUMOLDT projekt kapcsán. Az INSPIRE 2011 konferencia kiállításán bemutatták a CityServer3D, és a francia BRGM földtani kutatóval kifejlesztett DeepCity3D rendszereiket. Ez utóbbi a felszíni természetes és épített környezetet egyetlen 3D rendszeben kezeli a felszínalatti térségre vonatkozó információkkal. A visual computing eszközeivel (pld.számítógépes grafika, robotlátás, beültetett és virtuális valóság) hatékony eszköz kerül a tervezők és a városüzemeltetés kezébe. A rendszer létjogosultságát a kölni városi levéltár katasztrófája is igazolja.

Elismerő nemzetközi visszajelzések innovatív hazai fejlesztésekről

Már a rádióból is tudomást szerezhettünk arról, hogy megjelent Prof. dr. Almár Iván csillagász, a MANT örökös elnöke, a MÜTT volt elnöke, a FÖMI KGO egykori legendás vezetőjének könyve. Az FP7 Space konferencián találkozva kérésemre a könyv adatait megkaptam, hogy azt a HUNAGI közössége és blogolvasói számára közreadhassam. Íme Almár Iván ma esti levele:
"Mellékelten küldöm a Nemzetközi Könyvfesztiválra megjelent új könyvemet.
Tartalmáról a hátsó borítón található leírás ad összefoglalást.
Ismeretterjesztő könyvről van szó, de sok, magyarul még nem közölt

Megjelent a 2009-ben kiadott barcelonai földrajzi ismeretterjesztő kiadványsorozat magyar változatának első kötete. A kolofonban arra is fény derül, hogy a Kossuth Kiadó gondozásában megjelent és a Dürer Nyomdában készült magyar kiadásban előforduló térképek magyar változata az ELTE IK Zentai László által vezetett Térképtudományi és Geoinformatikai Tanszék szakmai irányításával készült. Itt a tanszéki kollégák közül lényegében Márton Mátyás kollégám dolgozott művön írta megkeresésemre Zentai profeszor.

A térképészeti örökség digitális megőrzése - tanácskozás Bécsben

2010. II. 22-24. között Bécsben rendezték meg az 5. nemzetközi tanácskozást, amely a térképészeti örökség digitális megőrzésével foglalkozik (5th International Workshop on Digital Approaches in Cartographic Heritage). A workshop házigazdája a bécsi Műszaki Egyetem illetve a Nemzetközi Térképészeti Társulás szakbizottsága (Commission on Digital Technologies in Cartographic Heritage) volt. Az első ilyen workshopra 2006-ban Szalonikiben került sor, ahol hazánkat Jesús Reyes és Zentai László képviselte. A mostani tanácskozáson a korábbi hasonló rendezvényhez képest megduplázódott a résztvevők száma. 22 országból 117-en vettek részt a rendezvényen. A 9 magyar résztvevőből 8-an az ELTE-ről érkeztek. Nálunk népesebb delegációval az osztrákokon kívül a görögök, a horvátok és a csehek voltak jelen. A nagyszámú görög résztvevőt az indokolja, hogy az ICA bizottság vezetője, Evangelos Livieratos a Szaloniki Egyetem oktatója.

A 11 szekcióból kettő szekcióvezetője volt tanszékünk oktatója (Gercsák Gábor és Zentai László), egy harmadikat pedig Simonné Dombóvári Eszter vezetett, aki korábban a tanszékünkön végzett, nálunk volt doktorandusz és jelenleg a bécsi Műegyetem oktatója.
A rendezvényen az ICA is magas szinten képviseltette magát:

Redlands, California—February 23, 2009—The Statistical Office of the European Communities (Eurostat) has awarded the INSPIRE@EC contract to a consortium that based its solution on ESRI technology. This contract covers the development of the technical components of a European Commission spatial data infrastructure (SDI) compliant with the provisions of the Infrastructure for Spatial Information in Europe (INSPIRE).

The scope of the INSPIRE@EC project is to provide a productive INSPIRE-compliant, Web-based geographic information system (GIS) application that fulfills the European Commission’s user requirements and expectations with a particular focus on fast response times. It includes the design and implementation of the INSPIRE@EC geoportal and its administrative tools as well as the creation of a registry for spatial data and services.

The lead contractor is con terra GmbH, an associate company of ESRI Geoinformatik GmbH, ESRI’s distributor for Germany. Subcontracted partners in the consortium include HNIT-BALTIC, UAB, ESRI’s distributor for Lithuania, Latvia, and Estonia; ESRI’s Professional Services Division; and the Spatial Applications Division of the Catholic University of Leuven, Belgium.

Says Guenther Pichler, European Union business development manager for ESRI Europe, “We are excited to be part of this project consortium. Specific emphasis will be put on sustainability by providing maintainable and easy-to-administer solutions that are based on common geospatial and IT standards and compliant with the provisions of INSPIRE.”

The entire project will span 30 months including 12 months for the development of the system and 18 months of service and maintenance. A key objective is analyzing the implementation process step by step to identify any need for additional requirements or procedures and, if so, integrate them into the process.

“The INSPIRE@EC project is an important step when moving from data dissemination to data and service sharing,” says Andreas Wytzisk, project manager and senior consultant with con terra. “It is our clear objective to help Eurostat move from the current prototype environment to production, focusing on user support for the benefit of the European information community.”

Beszámoló az AGEO ankétról

6. A kiküldetés célja: Részvétel az AGEO Térség és energiapotenciál c. ankétján, amely a térinformatika hozzájárulását vitatta meg a megújuló energiaforrások felhasználásában.
7. Beszámoló:
Az Osztrák Térinformatikai Társaság (AGEO) elnöke Manfred Eckharter megnyitójában köszöntötte a magyar részvételt. A meghirdetett programmal egyezően, a következő előadások hangzottak el:
A Salzburgi Egyetem Térinformatikai Központja vezetője Dr. Josef Strobl professzor a régiók fenntartható energiaellátásáról tartott átfogó előadást. Előbb utóbb az energiaellátásról való gondoskodás a régiók, térségek felelősége lesz. A regionális önellátást a megújuló energiaforrások helyének feltárása biztosítja majd. Érzékeltette: a biomassza hasznosítása nagy felületeket kíván, míg minden alternatív energiaforrás (napenergia szél és a vízerő) csekély sűrűsége miatt jelentős szállítást igényel, amelynek tervezésénél a térinformatika alkalmazása szükséges. A fogyasztás időbeli ingadozásai és az energiabiztonság megköveteli a térségek illetve régiók egymással való szövetséggé szerveződését. Egy 2006. évi Salzburgban rendezett konferencia világosan rámutatott arra, hogy a térségfejlesztésben az energiakérdés alapvetően meghatározó és a biomassza mint energiaforrás egyfajta decentralizálási megoldást biztosít (ENERegion), hatásindikátorai pedig a demográfiai, gazdasági és mobilitási adatokban tettenérhetőek. A többforrású energiafelhasználás (energiamix) a kitettség figyelembevételével végrehajtott gondos településtervezés olyan elemek, amelyek beépülnek a térségfejlesztési szabályozásokba.
Herbert Ritter, az Osztrák Energiahivatal képviselője az e5 – aktív klímaprogram kormányzati kezdeményezés első tapasztalatairól számolt be. A program az energiahatékony települések számára nyújt központi támogatást pályázati keretek között Európai Energiadíj ezüst és arany fokozatának elnyerésére. Ausztriában immár 49 e5 település található. Az egyszeri megmérettetés nem elegendő: legalább 3 évente, kívülről szervezett vizsgának kell megfelelni. Az e5 díjas településeknek egy 84 tételből álló követelményjegyzéknek kell megfelelniük, ez az egész e5 program központi szabályozó mechanizmusa. A maximálisan elérhető pontok száma településenként 500. A településnek szerződést kell kötni kötelezettségekre és a végzendő tevékenységre. Az e5 program végrehajtását egy olyan csapat felügyeli településenként, melyben a helyi önkormányzat, a gazdasági és politikai élet szereplői de az állampolgárok egyaránt képviseltetik magukat. Az előadó egy mintatelepülést ismertetett: Dornbirn község projektjének bemutatásán keresztül. A energia példatelepülések know-how jai mindenki által megismerhetők és utánozhatók, amelyhez az e5 program intézményes támogatási keretet biztosít. Jelmondat: a jó térségtervezés = jó klímapolitika = hatékony energiapolitika. Jelenleg félmillió euró áll évente a program díjazottjainak támogatására, azzal, hogy a településnek magának is hozzá kell járulnia mintegy 3-6 ezer euróval a végrehajtáshoz. Jelenleg elsősorban Ausztria nyugati és déli tartományaiból kerülnek ki a díjazott települések, míg Also-Ausztriába a programot még nem sikerült bevezetni. Külön fejtörést okoz, hogy eddig a kistelepülések voltak eredményesek, és kérdés, milyen módon motiválhatók a nagyobb települések a résztvételre? A köz- és energiagazdász Robert Freund az Osztrák Kutatástámogatási Társaság (FFG) referense ( robert.freund@ffg.at) ismertetést adott az osztrák energiakutatások támogatási rendszeréről. Az új támogatási rendszer 2007 közepén indul be és az első naptári évben 20 millió euró támogatási keretet irányoz elő az Energia és Klíma Alapítványban. Április közepén megszületett a jogszabályi háttér és a következő 4 évre 500 millió euró áll majd rendelkezésre K+F céljára. Április 12-én tették közzé a Környezeti technológiákra vonatkozó intézkedési tervet a fenntartható tudomány program égisze alatt. Ez a jövő energiakutatása keretében az alábbiakat jelenti:
- küldetésorientált K+F programok,
- erőteljes nemzetközi együttműködés,
- hosszabbtávú tervezési horizont és többéves megvezető projektek,
- a kutatási eszközeinek jelentős növelése,
- a kutatási infrastruktúr kialakítása,
- hatékony transzfer és megvalósítási stratégiák
- stratéjgiai kutatások,
- hosszútávú szemlélet,
- technológiaalapú megközelítés.
Folyik egy 2050-re vonatkozó stratégiai előrejelzés kidolgozása (ENERGIE 2050) Ez tárgyalja a stratégiai és társadalmi kérdések mellett az energiarendszereket és hálózataikat, a biogén égéstermékeket és bio-alapú feldolgozó ipart, az energia szerepét a gazdaságban, kereskedelemben az építményeknél és a végfelhasználóknál. A meghírdetett második fázisban Stobl professzorék is benyújtottak egy térinformatikai tartalmú pályázatot.
Dr. Dagmar Schwab (schwab@iiasa.ac.at), az Alkalmazott Rendszerelemzés Nemzetközi Intézetének (IIASA)kutatója a biomassza elgázosítási technológia földrajzi szempontokat figyelembe vevő optimalizálási megoldásával foglalkozott. Az előadó érdekes tematikus térképeken keresztül mutatta be az IIASA szociális és technológiai előrejelzését világméretekben (O’Neill, IIASA). Ezekhez való hozzáférésre vonatkozóan Schwalb asszony közbenjárását ígérte. Az EU-ban a megújuló energiaforrások felhasználási aránya a következőképpen alakul 200-ben 14%, 2010-ben 21% míg 2050-ben 60%. Bővebb információ: www.iiasa.ac.at
Dr.Markus Biberacher (markus.biberacher@researchstudio.at) az Osztrák Kutatási Központok Kft képviselője a az energiagazdaságot Geo-szemüvegen keresztül szemlélve a liberalizált energiapiacon belüli döntéstámogatás térbeliségi szempontjait elemezte a Környezet – társadalom és gazdaság kölcsönhatásában.
Az 1999. évi alapítása óta jelentősen feltörekvő osztrák energetikai vállalkozás az Ökostrom Részvénytársaság vezetője Ulfert Höhne a céget és tevékenységét a liberalizált energetikai piac keretei között az értékek megóvása, a felhasználói kapcsolatok és regionális erőforrások szempontjából mutatta be. A 32 főt foglalkoztató cég filozófiája a teljes függetlenség a szénhidrogén és atomenergiától. Mára 8000 ügyfele van. A megvalósult projektek között a Kunszigeti Szélparkot is bemutatta. Szóvá tette, hogy Magyarországon van még tennivaló az EU klíma keretkövetelmények feltételeinek teljesítését illetően. Bővebbet: www.oekostrom.at
A biomasszaleltár távérzékelés címmel Manuela Hirschmugl, a neves gráci Johanneum Kutatóközpont Digitális képfeldolgozási Intézete részéről tartott előadást. A 2002.évi osztrák erdőnyilvántartási felmérésből kiindulva összehasonlította a hagyományos felmérés, a terepi adatgyűjtés és a korszerű távérzékelés útján nyert idősoros adatokból való kiértékelést. Összehasonlításaiban a Landsat (15-30 m) és a MODIS adatait használta fel majd kitért a lézerszkenneres felvételezésre, amely alkalmazásával Portugáliában homogén erdőségekben 93%-os pontosságot értek el. A 1x1 m-esfelbontású optikai tartományú távérzékelési műholdfelvételek mellett légifényképeknél 20 cm-es felbontású illetve Ultracom digitális kamarával 15 cm felbontású képeket értékelte ki és határozott meg biomasszát a lombkoronaátmérő és a famagasság mért értékei ismeretében.
Kár, hogy a címében üzenetet is hordozó „Güssing – model, a jövő energiarendszere” című előadás megtartására nem került sor. Az ankét így is igen hasznos volt, mert közel hozta egymáshoz a viszonylag szűk térinformatikai közösséget az egyik ígéretes alkalmazási terület az enegriaszektor kormányzati és vállalkozói képviselőivel, mindezt az akadémiai intézmények részvétele mellett, esetenként moderálásában. A rendezvényen az osztrák energiaszektor és a térinformatikai közösségük mintegy 35 képviselője volt jelen, többségük igen aktív szerepet vállalt az előadásokat követő vitákban. Szóvá tették, hogy a területfejlesztésben az innováció lassan tör utat magának, míg mások a geothermikus energiában rejlő máig kellően nem kiaknázott lehetősége mellett szóltak. Strobl professzor a vitát igen meggyőzően és határozott szakmaisággal irányította.
Az ankétnak Bécs város polgármesteri hivatalának információs- és hirközlés-technológiai részlege, az MA 14 adott otthont a város-gazdálkodási szervezet üvegpalotájában, két háztömbnyire a bécsi városházától. A szervezeti egység időszakos kiadványai rendre foglalkoznak a térinformatika adta lehetőségekkel (3D-városmodellek) az új web-technológiákkal (wiki, skype, blogs), ekormányzattal, az ergonómia és egészség szempontjaival. Az MA 14 által irányított ViennaGIS téradatszövetségnektöbb mint 10 városházabeli szervezet a részvényese az internet alapú szolgáltatásokat naponta mintegy 150,000 térképszelvény-nyomtatással veszi igénybe a főváros lakossága és az érdeklődő felhasználók. Figyelemre méltó útmutatót jelent az UN Energy munkacsoportnak a zöldenergia és a globális energiakérdés összefüggéseivel kapcsolatos kiadványa, melyre Jelle U. Hielkema, az UNGIWG titkárság tanácsadója hívta fel a figyelmet. Az ENSZ ezredfordulós fejlődési célkitűzései (MDG) tükrében a téma rendkívüli jelentőségű tekintettel arra, hogy a világ szegényei nem részesülnek kellő energiaszolgáltatásban, mintegy 2,4 milliárd ember függ a hagyományos zöldenergiától és 1,6 milliárd ember elektromos áramszolgáltatás híjján él.

A Mats Karlsson által vezetett ENSZ Energia munkacsoport a döntéshozók keretegyüttműködésében kilenc fenntarthatósági szempontot tart lényegesnek a bioenergia fejlesztésében:

- hogyan járulhat hozzá a zöldenergia a szegények energiaigényének szolgáltatás útjéűán való kielégítéséhez

- agráripari fejlesztés és munkahelyteremtés

- kihatás az egészségre és a nemi megoszlás kérdésére

- az agrárszerkezetre gyakorolt hatás

- hatása az élelmiszerbiztonságra

- a kormányok költségvetésére gyakorolt hatás

- a kereskedelemre, a nemzetközi kereskedelmi mérlegekre és az energiabiztonságra gyakorolt hatások

- kihatása a biológiai sokféleségre, valamint a természeti erőforrásokkal való gazdálkodásra

- az éghajlati változásokra gyakorolt hatás

Short Report on the CEOS WGISS-22 Meeting held in Annapolis Md. USA, September 11-15

Background
The Working Group on Information Systems and Services (WGISS) is one of three subgroups supporting the Committee on Earth Observing Satellites (CEOS). Established in the early 80’s,. CEOS addresses coordination of the satellite Earth Observation programs of the world's government agencies, along with agencies that receive and process data acquired remotely from space.
The previous WGISS-21 Meeting was held in Budapest, in May 2006. The Hungarian member of the GSDI Board was asked to attend it and present an in-dept overview on the objectives and activities of GSDI. In his presented contribution the interest was expressed in possible collaboration between GSDI and CEOS WGISS related one or more tasks of GEO. After the presentation WGISS Chair Ivan Petiteville of ESA and Co-Chair Ken McDonald of NASA welcomed the idea. As follow-on action, based on WGISS communication with Prof.Harlan Onsrud, President of GSDI, the Hungarian member of GSDI Board became liasion between GSDI and WGISS and vica versa as it was published in the GSDI Newsletter and WGISS website.
The Mission to participate WGISS-22 Meeting hosted by NASA was a shared action by GSDI Association and HUNAGI with the objective to learn and understand the ongoing activities in WGISS. Based on the collected information the formulation of a proposal for possible coordinated GSDI and WGISS actions to contribute to the implementation of selected GEO task(s) in the timeframe 2007-2009 is planned to be discussed by the next GSDI Board Meeting scheduled for early November.

Summary of the Results of the Mission
The WGISS-22 Meeting included the NASA Workshop entitled „Guiding NASA's Earth Science Data Systems into the Future” followed by the WGISS Plenary. A full afternoon session was devoted to discuss the potential WGISS contributions to selected GEO tasks. The agenda enabled presentations of the liasions including information on the forthcoming CODATA event in Beijing, the activities and achievements of the Chinese Remote Sensing Center (CCSDS), the eGeophysical Year, the EU's Information Society Program and GEO activities of the agencies including NOAA, NASA-USGEO, USGS EROS. Unfortunately I had to leave for the airport on the last working day just during the session devoted to the liasion’s reports, which hindered me to provide oral presentation on the latest developments and actions in GSDI and/or HUNAGI.
Results for GSDI
- At the talk with WGISS Chair Ivan Petiteville during the final brake on Friday I pointed out that my mission reached its goal having the opportunity to listen the presentations and discussions and understand the wide spectrum of ongoing activities performed in the Subgroups and Task Teams. It was noted, some GEO tasks of the 2007-2009 timeframe were identified which could be subject of joint actions. The proposal will be prepared according to the best practice I observed during the presentations for the next GSDI Board Meeting.

- The realised advantage of coupling spatial data infrastructure and related services with the Space-Earth Science data related ground segment infrastructure, R+D and applications could provide synergy and positive economic, societal and environmental impacts. Partnerships are vital for the way forward. The open data scheme is one of the most enabling tool, while interoperability is critical to the success of all WGISS and GEO endavours.
- A possible GSDI-WGISS joint contribution to GEO tasks implementation was welcomed by Osamu Ochiai, Senior Program Officer of the GEO Secretariat. The Geneva based Secretariat acknowledges GSDI as one of the major partner in the implementation of GEO tasks.
- Lorant Czaran of UN, Co-User ViceChair of WGISS agreed that GSDI, based of its interdisciplinary regional and national organisations (such as EUROGI and HUNAGI and many more) could articulate the also the user needs and feedbacks which are vitel for the application oriented R+D programmes
- The presentation on „The GEO 2007-2009 Work Plan Draft Version 2 Toward Convergence” of Osamu Ochiai of the GEO Secretariat is attached to this report int he form as it was introduced at the Kick-off Meeting of UNSDI HUCO in Budapest.

Results for HUNAGI
It should be mentioned GSDI has multipath connnections to GEO: directly and through its member organisations on regional and country level. In case of Hungary, the achievements can be summarised as follow:
- five copies of the just published booklet on the „Report of the Activities of the Hungarian Space Research 2004-2005” was submitted to the Chair and Co-Chair of WGISS (ESA ESRIN and NASA ESDIS respectively), representatives of USGS EROS, NASA GSFC and the Geo Secretariat. The publication was released for dissemination by the Hungarian Space Research Office, member of HUNAGI.
- Lola Olsen of NASA was agreed to launch a cooperation to establish a Hungarian language version of NASA’s Global Change Master Directory. The preliminary phase has been started, whereas HUNAGI member organisation EOGEO Hungary Foundation plays significant role. After the Japanese and Thai version, the Hungarian one would be the third non-English language version of GCMD.
- Referring to the GeoNetwork development of FAO mentioned by NASA, the announcement of the Kick-off meeting of the UNSDI Hungarian Coordination Office scheduled for September 28 was announced. Hungary was invited to join UNSDI as one of the some countries (with The Netherland, Czech Republic, India, Nigeria and Brazil) who will set up National level office for coordination int he pilot phase. (The Kick-off meeting was successful and HUNAGI received mandates from 16 governmental agencies to operate the Hungarian Coordination Office).
- By request, NASA EOSDIS submitted a copy of the DVD video „The Tour around the Cryosphere” to HUNAGI to be conveyed to the organisers of the „Scientists in Europe” event in Budapest, which will be broadcasted by three Hungarian TV Channels in October.
- The slides of the ppt „GEO Tasks 2007-2009” as presented by Osamu Ochiai of GEO Secretariat was submitted to HUNAGI to inform the Hungarian GI community on September 28
